Wisconsin Highway 311 is a short spur of Wisconsin Highway 11 meant to support a massive new industrial development with heavy state-level political support. It begins along Wisconsin Highway 11 just east of Interstate 94, and it moves southward for about two miles. The highway is only a couple years old, as of writing this in 2025. The southern end is at Wisconsin Highway 195, another newly-christened state highway, along the Kenosha-Racine County Line. All of Highway 311 is in Racine County, in southeastern Wisconsin.
