Ohio State Route 164 is a highway running southwesterly out of the Youngstown area, reaching portions of southern Carroll County. The northeastern end is at an interchange with Interstate 680 in Boardman, labeled as Exit 14. It follows alongside Interstate 680 for a short distance, until Interstate 680 ends. Then it shows up the Interstate 680 by continuing southward where it cannot. Ohio Route 164 passes through Columbiana and Lisbon, following alongside Ohio Route 11 between those two towns. Ohio Route 164 also serves Salineville, Bergholz, and Amsterdam, where it turns toward the west. The last recourse of Ohio Route 164 is to run westerly across southern Carroll County. The southwestern end occurs in Leesville, at Ohio Route 212.
