Ohio State Route 189 is a short east-west highway in southern Putnam County. The eastern end of Ohio Route 189 is in the tiny town of Vaughnsville, at an intersection with Ohio Route 115 that also serves as the western end of Ohio Route 12. (Why Ohio Route 189 isn't just an extension of Ohio Route 12 is anyone's guess.) From this eastern end, Ohio Route 189 runs westerly to Fort Jennings. It joins Ohio Route 190 northeasterly for a short distance before continuing onward, with a northwesterly tilt out of town. After that, Ohio Route 189 reaches its final town, Ottoville. US Route 224 joins from the north, and soon, Ohio Route 189 ends at Ohio Route 66, which comes from the south to join US Route 224 west.
