Iowa Route 23 is a short highway running southwest from Oskaloosa to a point due north of Ottumwa, near Fremont. This is in an area I'd describe as near-southeast Iowa. The northwestern end is in Oskaloosa, as mentioned before, at a junction with Iowa Route 92. The roadway carrying the southeasternmost bit of Iowa Route 23 continues southward onto the southernmost segment of Iowa Route 149. That piece of Iowa Route 149 takes travelers right into downtown Ottumwa. Though Iowa Route 23's purpose is largely to connect the vicinities of Oskaloosa and Ottumwa, most travelers between those two locales presumably will prefer the newer expressway carrying Iowa Route 163 and US Route 63 nowadays.
My photo of Iowa Route 23 is the southbound reassurance marker sitting at the route's northwestern terminus. Traffic seeing this sign will have just turned off of Iowa Route 92 in Oskaloosa.
